Hit movies by Govinda and David Dhawan include ‘Hero No. 1’ and ‘Coolie No. 1’. The filmmaker wanted to make the movie with his successful star, thus for Judwaa, the actor was his first choice. Salman Khan ended up playing the lead part since things did not turn out the way the director had hoped. After ‘Banarasi Babu’, Govinda apparently reached the pinnacle of his career and chose to offer ‘Judwaa’ to Salman Khan, who wanted to play the major role.
Govinda said that he was David Dhawan's initial choice for the lead role in ‘Judwaa’ in an old interview. He did, however, resign from the position at Salman Khan's request. The actor disclosed that one night, between 2-3 am, he received a call from Salman Khan while he was filming for ‘Judwaa’. Bhaijaan asked for permission to show him his movie. "Chichi Bhaiya Aap Kitni hits doge?" he exclaimed. He mentioned ‘Judwaa’ and expressed his desire to work on the project with the same producers and director.

Since the beginning of their professional relationship, when Govinda declined to make a movie on Salman Khan's request, the two have a close relationship. Eventually, ‘Judwaa’ from 1997 was taken over by Bhaijaan. Both parties kept up their friendly and respectful friendship even after Judwaa was a commercial hit. They had no animosity towards one another and later collaborated on the 2007 movie ‘Partner’.
